Franz Xaver Steininger, Mayor of Zwiesel, has a clear vision when it comes to how the town of Zwiesel should look like within ten years. This is what Max Gibis, Member of the Bavarian Parlament (MP), could convince himself of while visiting the politic head of Zwiesel. In addition to the pending projects and the current issues, Steininger unveiled his plans and ideas in respect of the longterm city development.
At the beginning of the meeting the Mayor went into details concerning the new building of the fire station in Zwiesel and described the current situation to the MP. „The new construction of the fire station is to be realised either at the former site of the Ambiente glass factory at the Frauenauer Straße or in Fürhaupten and it will cost in total about 5 million euro. All in all, Zwiesel's fire station needs eleven parking spaces which are subsidised by the State of Bavaria with about € 0,93 million altogether“. MP Max Gibis added at this stage that the lump sum for subsidising parking spaces of communal fire stations has only lately been raised by about 20 per cent. „Due to these public subsidies, the financing of the fire station could be guaranteed with funds of the longterm fiancial planing of Zwiesel“, added Mayor Steininger concluding this subject.
In the following the Mayor described his holistic project of further city development, which is to bring about a significant recovery for the glass town of Zwiesel in the years to come. After the relocation of 100 jobs in the State Office for taxation from Munich to Zwiesel has given an initial impetus, the city centre is to be revitalised in the course of this relocation, too, Mayor Steininger said. „However, this is only possible, if all the adjacent house owners and investors agree. Then, we can realise an important project in the city centre, something like city outlets according to the example of the town Bad Münstereifel or a conventional shopping centre like there are some in the cities of Fürth or Hanau“. When Max Gibis asked for more details, Franz Xaver Steininger pointed out that, at the moment, all the people concerned adhere to the project after some previous intensive discussions. Even they have already ordered a feasibility study for such a project or something similar. „If the result of this study were positive, enough investors would be found“, Steininger is convinced, „then the town government would only have to provide and create the structural and logistic prerequesites. In doing so the aquisition of the prominent building "Deutscher Rhein" on the upper end of the Stadtplatz(main street of town) was a first step in this direction.“
In addition to the plans for a revitalisation of the city centre, where Steininger puts stress on the fact that people and investors have to initiate it themselves, tourism and public education are considered very important action fields by the Mayor. „In the field of tourism, we can count with an increase of almost 50 per cent in overnight stays after the realisation of the four-star hotel facility in Rabenstein castle hotel as well as the LandalGreenParks Chalet-facility on the area of the current holiday park Arber, so that approximately 550,000 overnight stays per year can be achieved. According to Steininger only this is already a forceful signal for a breakup in Zwiesel.
In the school sector, however, the Mayor can merely imagine one longterm solution. „We need an integrative new building for both the Mittelschule and the Realschule (different types of secondary schools). Only in this way we can face the financial as well as the demographic challanges.“ MP Max Gibis characterised the plans of Franz Xaver Steininger ambitious but by all means feasible. „First of all we have to await the results of the feasibility study for the city outlets project“, the Member of Parlament stated, "but, in case of an affirmative result, town government, citicens and investors have to work together on a constructive city development and by doing so taking advantage of the surrounding circumstances like relocations of jobs in a State Office, vacant facilities and buildings in the centre or the possibility to create central parking areas.“
